GSA has improved efforts to make buying commercial services easier for federal customers by awarding GSA Schedule Contracts. Under the Federal Supply Schedule program, GSA enters into government-wide contracts with commercial firms to provide products and services, at stated prices, for given periods of time. This streamlined procurement vehicle significantly reduces the time required to obtain services because GSA has reviewed vendor’s capabilities, negotiated rates, and pre-qualified vendors to provide services and products. Therefore, federal customers can place orders directly with schedule contractors without seeking further competition, synopsizing requirements, making determinations of fair and reasonable pricing, or considering small business set asides.



How to Use the GSA Schedule

Who Can Use the Schedule

  • All federal agencies and activities in the executive, legislative, and judicial branches;
  • Government contractors, authorized in writing by a federal agency pursuant to CFR 51.1;
  • Mixed ownership goverment corporations (as defined in the Government Corporation Control Act);
  • The government of the District of Columbia; and,
  • Other activities and organizations authorized by statute or regulation to use GSA as a source of supply.

How to Use the Schedule

GSA’s streamlined ordering procedures have reduced the tedious, time-consuming government procurement process to a few simple steps. GSA has done this by prequalifying vendors to perform a range of services. GSA has reviewed vendor qualifications, capabilities and cost schedules in advance of the need for services, and indentified these vendors, by type of service, on its www.gsaadvantage.gov web site. This approval is valid for all organizations in the federal government and other government agencies, and the entire process, from identifying the Statement of Work (SOW) to having a contractor on board, can be completed in as little as three weeks.

To initiate the process, provide your contracts officer with a SOW. Your contracts officer will issue your SOW to three approved GSA Environmental Services vendors. You and your contracts officer then review the vendors’ responses, and select the “best value” contractor. A contract order is issued directly to the selected contractor. GSA has put the process in place, and will assist you, if needed, but does not get involved in your procurement process.
 
SIN 899-2: Environmental Compliance Services

The following are examples of tasks that may be performed by Special Item Number (SIN).  These are examples only and are not meant to exclude or limit any authentic environmental advisory service under this Federal Supply Schedule.  Examples include, but are not limited to the following:

Environmental Compliance Audits

As specified in the task order, the contractor shall determine all applicable public law statute, agency and command regulations/directives, and other federal, state and local regulations and apply as required to conduct audits.  The contractor shall evaluate findings, prepare necessary documenation/reports and conduct a complete out-brief.

GBK has provided environmental compliance assessment and support in sixteen countries, and throughout the United States.  Since 1993, GBK has supported over seventy Federal CONUS and OCONUS facilities in assessing compliance with federal, state and host nation requirements.

Compliance Management Planning

As specified in the task order,the contractor shall evelop management plans that will cover policy, planning, implementation and operation; hecking and corrective action; and management review.

GBK has broad, in-depth experience and personnel expertise in all facets of environmental management systems (EMS). As an original member of the US Technical Assistance Group of TC207, and for over fifteen years, GBK has assisted federal installations in the US and around the world in the design and deployment of environmental, occupational health and safety management systems conforming with international specifications (such as ISO 14001).
GBK has developed numerous implementation and management tools to include project management templates and EMS-centric information management systems.

Pollution Prevention Surveys

As specified in the task order, the contractor shall conduct pollution prevention surveys; develop pollution prevention plans, establish inventories for hazardous materials; evaluate the economics and technical feasibility of process changes and recycling alternatives; and create databases to track progress in achieving pollution prevention goals.

GBK has extensive experience in pollution prevention assessment and program implementation. Our experience includes conducting pollution prevention opportunity assessments (PPOA's), developing pollution prevention plans, and developing hazardous materials inventory data management tools. GBK has trained hundreds of federal environmental management personnel in the implementation and management of effective pollution prevention programs.

 

 
SIN 899-1: Environmental Planning Services & Documentation

The following are examples of tasks that may be performed by Special Item Number (SIN).  These are examples only and are not meant to exclude or limit any authentic environmental advisory service under this Federal Supply Schedule.  Examples include, but are not limited to the following:

Environmental Impact Statements & Assessments under the National Environmental Policy Act (NEPA)

As specified in the task order, the contractor shall perform activities such as data identification, data collection (including site visits and interviews), data development, and data interpretation; sampling and analysis; preparation of human health risk and environmental impact evaluations and reports; preparation of expert testimony; and preparation of material for and attendance at public meetings and public hearings (including scoping meetings). This may include national surveys (i.e. assisting federal agencies in planning and conducting national assessments of wastewater and sludge.

GBK's interdisciplinary Environmental Assessment Team has supported NEPA compliance in several areas, including military construction and training activities, and highway projects.

Endangered Species, Wetlands, Watersheds and other Natural Resource Management Plans, Studies and Consultations

As specified in the task order, the contractor shall review any existing reports and management plans; coordinate with U.S. Fish & Wildlife Service; contact appropriate state office for information; perform surveys; use the results of data collection to prepare reports/maps. The contractor shall conduct resource surveys/studies; evaluate resource data; prepare appropriate nominations/reports and prepare management plans.

GBK has extensive experience in performing services in protection of and mitigating impacts to natural resources, including surveys, invasive species control, and habitat development.

Archeological, Historical and other Cultural Resource Management Plans, Studies and Consultations

As specified in the task order, the contractor shall conduct resource surveys/studies; evaluate resource data; prepare appropriate nominations/reports and prepare management plans.

GBK has performed comprehensive archeological and historic survey and documentation services in support of federal agencies to include military installations.

Economic, Technical, and Risk Analysis in Support of Environmental Needs

As specified in the task order, the contractor shall conduct analyses of options under consideration for environmental actions.  The contractor shall perform activities such as data collection, data development, analyses of comments, regulattory and economic analyses, feasibility analyses, hazard assessments, exposure assessments, and risk analyses.

GBK has developed and deployed innovative IT-based solutions to data collection and analysis challenges.  GBK's Environmental Assessment Team has experience in analyzing the economic, socio-economic, and cumulative impacts of proposed agency actions; performing personnel exposure assessments; and performing accident analyses and risk assessments.

 

 
SIN 899-3: Environmental & Occupational Training Services

As specified in the task order, the contractor shall supply conventional course development and presentations, customized courses to meet specific needs, and computer-based interactive course development. Occupational training services should apply only to those SINs identified in the Schedule of Items.

Conventional Course Development and Presentations

GBK provides a full complement of environmental, occupational health and safety training and certification services to address federal, state, and local regulations, as well as command and agency directives. Our USEPA* and IFSAC certified training teams have provided over 800,000 student/contact hours of certified instruction. GBK provides conventional instruction in classroom venues, seminars, workshops, video presentations, and on-the-job training. GBK currently maintains over fifty standardized curricula to include training to meet federal, state, and local regulations such as health & safety training mandated by the Occupational Safety and Health Administration (OSHA) for Hazardous Waste Operators (HAZWOPER) and hazard communication training for personnel working with and around hazardous chemicals. Other GBK training courses include, NFPA 471/472; ISO 14001 implementation and auditing; municipal waste water treatment plant and industrial facilities inspections; radiation protection and safety; handling and shipping of hazardous materials; pollution prevention initiatives; and sustainability.

Customized Training to Meet Specific Needs

Customized courses may be necessary because of specialized content or format requirements. GBK has created hundreds of courses tailored specifically to customer requirements. Our subject matter experts, and instructional systems designers have created courses for the Air Force, Army, Navy, DLA, FAA, EPA and other federal agencies, as well as state and local governments and private industry. GBK develops courses in specialized presentation formats including, workshops seminars, video, web-cast (or “webinars”), and web or server-based SCORM 1.2/2004 and AICC-compliant interactive courseware.

Computer-based Interactive Course Development

Scope of Work

This GSA Environmental Services Schedule offers environmental planning, compliance, and training services to enable government agencies to meet their environmental needs. These services are distinct from engineering, design, and cleanup. This schedule will not incorporate any service for excavating or cleanup of a hazardous waste.  Every federal agency has the requirement to comply with environmental laws and regulations. This schedule will provide them with the quick and easy access to contractors who can help them meet their needs.

Some examples of these laws are: 

  • National Environmental Policy Act (NEPA)
  • Fish and Wildlife Coordination Act
  • Clean Water Act
  • Clean Air Act
  • Comprehensive Environmental Response, Compensation & Recovery Act 
  • Archeological & Historic Preservation Act
  • Endangered Species Act
  • Pollution Prevention Act
  • Resource, Conservation and Recovery Act
  • Safe Drinking Water Act 

There are also relevant Executive Orders dealing with such topics as: wetlands, floodplains, farmland protection, farmland justice, pollution prevention, environmental management systems and sustainability.

GBK's team of engineers, scientists, industrial hygienists and regulatory specialists will propose services to support agencies in meeting these requirements.  GBK will provide expert advice, assistance, guidance, or counceling in support of agencies environmental needs.  This may include studies, analyses, and documentation of results.  Training courses may include, but are not limited to, conventional methods and computer-based, interactive courses, customized or standardized off-the-shelf.

GBK is required to furnish all equipment, labor, supplies and supervision, and perform all operations necessary to successfully complete these services.
